Roll out the paper on the table and use a wooden stick or the like to keep the paper unrolled.
Mark on the back of the paper where it should be folded. It is important that the pleats are as similar in width as possible. Start from one end of the paper, measure the width of the pleats, and draw lines to fold at.
Fold the paper at the lines until the entire piece of paper is pleated.
Using a thick needle, you can now drag a cotton string or a silk ribbon through all the pleats, 2-3 cm from one edge of the paper.
Measure out where you want the lampshade to rest on the frame, and mark on the backside of the paper where it will rest on the top metal ring.
Using a utility knife, cut out a small nick on the inside of the pleat at your mark. Repeat the nick on the same spot on the inside of all the pleats. This way, the lampshade will attach itself to the frame when it is mounted.
Gather the lampshade using double adhesive tape. Tie a knot or a bow of the ribbon at the top.
Mount the paper lampshade on the metal frame. The lampshade can now function as a ceiling lamp or table lamp as you wish.
